Ranking is rule-based, not ML-based. Meilisearch applies a deterministic cascade of ranking rules in order: typo distance, geographic distance (if you're using geosearch), number of words matched, exact match quality, word proximity, attribute ranking, and finally a custom ranking expression if you define one. There is no BM25, no TF-IDF as a primary signal, no learning-to-rank pipeline.
